พลตรี วินธัย สุวารี โฆษกกองทัพบก กล่าวถึงเหตุการณ์ เมื่อวันที่ 12 สิงหาคม 2568 เวลาประมาณ 09.10 น. สิบเอก ธีรพล เพียขันที สังกัดกองร้อยทหารพรานที่ 2610 พร้อมกำลังพลรวม 7 นาย ปฏิบัติภารกิจลาดตระเวนตามแนวชายแดนไทย บนเส้นทางประจำ ห่างจากปราสาทตาเมือนธม จังหวัดสุรินทร์ ประมาณ 1 กิโลเมตร ระหว่างปฏิบัติภารกิจ สิบเอก ธีรพลฯ ได้เหยียบทุ่นระเบิดสังหารบุคคลที่ฝ่ายกัมพูชาลอบวางไว้ ส่งผลให้ได้รับบาดเจ็บสาหัสบริเวณข้อเท้าซ้าย ปัจจุบันได้รับการรักษาที่โรงพยาบาลพนมดงรัก อาการพ้นขีดอันตรายแล้ว

            เหตุการณ์นี้เป็นหลักฐานชัดเจนว่าฝ่ายกัมพูชาละเมิดข้อตกลงหยุดยิง และไม่เคารพต่อกฎหมายมนุษยธรรมระหว่างประเทศ โดยเฉพาะอนุสัญญาออตตาวา ซึ่งห้ามใช้และวางทุ่นระเบิดสังหารบุคคลทุกชนิด นับเป็นการลอบโจมตีที่มีเป้าหมายต่อกำลังพลฝ่ายไทยโดยตรง และเกิดขึ้นในเขตแดนไทย

            ยิ่งไปกว่านั้น เหตุลักษณะเดียวกันนี้เคยเกิดขึ้นหลายครั้งในพื้นที่ชายแดน สะท้อนถึงเจตนาร้ายและพฤติกรรมต่อเนื่องของฝ่ายกัมพูชาในการคุกคามฝ่ายไทย และละเมิดบูรณภาพแห่งดินแดนไทย สวนทางกับข้อตกลงหยุดยิงระหว่างประเทศในการประชุม GBC ที่ผ่านมา  จึงเป็นเครื่องยืนยันได้ว่า การใช้อาวุธโดยฝั่งกัมพูชายังคงมีอยู่ตลอดเวลาในช่วงมีข้อตกลงหยุดยิง

            ยอมรับว่าพฤติกรรมและการกระทำลักษณะเช่นนี้ย่อมเป็นอุปสรรคต่อการดำเนินการในมาตรการหยุดยิงอย่างแน่นอน รวมถึงเป็นท่าทีที่ชัดเจนว่าฝ่ายกัมพูชาต้องการจะคุกคามฝ่ายไทย ด้วยการใช้อาวุธทางทหารในรูปแบบซ้อนเร้นไม่เปิดเผย ทำให้เชื่อได้ว่ากัมพูชายังคงดำรงความมุ่งหมายที่จะทำร้ายฝ่ายไทยด้วยรูปแบบลอบทำร้ายอยู่เช่นนี้ตลอดเวลา  ถึงแม้ว่า ณ ช่วงเวลานี้จะอยู่ในช่วงการตกลงที่จะหยุดยิง ซึ่งต้องไม่มีการใช้อาวุธต่อกันในทุกรูปแบบ   

            นอกจากนี้สิ่งที่เกิดขึ้นยังสอดรับกันอย่างเป็นระบบโดยเฉพาะจากการที่กัมพูชาไม่ยอมตอบรับข้อเสนอฝ่ายไทย ในเรื่องของทุ่นระเบิดจากการประชุม GBC ในครั้งที่ผ่านมา จึงเชื่อว่าเรื่องทุ่นระเบิดนี้น่าจะมีการวางแผนใช้กันมาอย่างเป็นระบบเพื่อเจตนานำมาใช้คุกคามทำร้ายฝ่ายไทย ซึ่งที่ผ่านมากองทัพบกได้ยึดมั่นในแนวทางสันติวิธีมาโดยตลอด และไม่ได้เป็นฝ่ายเริ่มก่อน  แต่หากสถานการณ์บีบบังคับก็อาจจำเป็นต้องใช้สิทธิ์ในป้องกันตนเองภายใต้หลักกฎหมายระหว่างประเทศในการคลี่คลายสถานการณ์ที่ทำให้ฝ่ายไทยต้องสูญเสียกำลังพลอย่างต่อเนื่อง จากการละเมิดข้อตกลงหยุดยิงและรุกล้ำอธิปไตยของทหารกัมพูชา

The Royal Thai Army indicates that Cambodia continues to covertly plant landmines as an ongoing threat, disregarding violations of the Ottawa Convention. The Army spokesperson revealed that should circumstances become compelling, the armed forces may find it necessary to exercise the right of self-defense in accordance with international principles.

Major General Winthai Suvaree, Army spokesperson, addressed the incident that occurred on 12 August 2025 at approximately 09.10 hours. Sergeant Theerapol Piakhanthee from the 2610th Ranger Forces Company, along with a total of 7 personnel, was conducting a routine patrol mission along the Thai border on a designated route approximately 1 kilometer from Ta Muen Thom Castle in Surin Province. During the mission, Sergeant Theerapol stepped on an anti-personnel landmine covertly planted by the Cambodian side, resulting in severe injuries to his left ankle. He is currently receiving treatment at Phanom Dong Rak Hospital and is now out of critical condition.

This incident serves as clear evidence that the Cambodian side has violated the ceasefire agreement and shows no respect for international humanitarian law, particularly the Ottawa Convention, which prohibits the use and placement of all types of anti-personnel landmines. This constitutes a covert attack directly targeting Thai personnel, and it occurred within Thai territory.

Furthermore, similar incidents have occurred multiple times in border areas, reflecting the malicious intent and continuous behavior of the Cambodian side in threatening Thailand and violating Thai territorial integrity. This runs counter to the ceasefire agreements between nations established during previous GBC meetings. This confirms that the use of weapons by the Cambodian side has been ongoing throughout the ceasefire period.

It is acknowledged that such behavior and actions clearly create obstacles to implementing ceasefire measures and indicate that the Cambodian side intends to covertly threaten Thailand using military weapons. This suggests that Cambodia still intends to harm Thailand through covert attacks, even during this ceasefire agreement when no weapons should be used against each other.

Additionally, the recent events align systematically with the refusal of Cambodia to accept Thailand’s proposals regarding landmines during previous GBC meetings. Therefore, it is believed that Cambodia has systematically planned this landmine issue with the intention of threatening and harming Thailand.

Throughout this period, the Royal Thai Army has consistently adhered to peaceful approaches and has not been the initiating party. However, should circumstances become compelling, it may be necessary to exercise the right of self-defense under international law principles to resolve situations that cause Thailand to continuously lose personnel due to violations of ceasefire agreements and sovereignty encroachments by Cambodian military forces.
